The sharing of roles between the EU and the Member States, as described in the EASA Basic Regulation, makes it necessary for the Member States to work together with EASA to fully implement the SSP. The Basic Regulation ( (EU) 2018/1139) in its article 38 talks about the Member States’ and aerodrome operators’ obligations with respect to the protection of aerodrome surroundings and the possible European intervention in order to ensure the uniform application of these obligations. The basic regulation is the rule that basically says EASA can make other, more detailed rules. To GA pilots, the 3 most important rule sets are Part-FCL about licences and ratings (arguably Part-MED belongs here also), OPS rules called Part-NCO (unless we fly jets or commercially), Description. The principal objective of Regulation (EU) No 2018/1139 (commonly referred to as "EASA Basic Regulation") is to establish and maintain a high uniform level of civil aviation safety in Europe by implementing common rules in the field of civil aviation and establishing an independent European Aviation Safety Agency overseeing the uniform implementation of all necessary acts by the I (Legislative acts) (12) The measures are taken in accordance with this Regulation to regulate civil aviation in the Union, and the delegated and implementing acts adopted on the basis thereof, should correspond and be proportionate to nature and risks associated with the different types of aircraft, operations and activities they address.
